Pilot Balloon and Sounding Balloon are filled by using balloon fillers and weights. A pibal or sounding balloon filler is a device that serves as a ballast to fill a balloon with hydrogen or helium gas according to the weight attached to the ballast in the balloon filler.

Pibal and rason balloon fillers have a valve inside that attaches to a wire loop that sticks out from the bottom. Since this filler must be grounded while inflating the procedure for both filling systems includes filling slightly above the balloon, then disconnecting the gas hose from the bottom of the filler and disconnecting the ground wire. At that point, the balloon is made to float neutrally by releasing some of the gas by pressing the loop at the bottom of the filler.
